That's the verdict. The reasoning is worth seeing, because the material choice is also the one place a repipe bid gets quietly steered.
Both are code-listed potable water pipe. Neither is a bad material. The difference that matters for a whole-house repipe is almost never the tubing running through open air — it's what each one does when you have to thread it through a house that already has walls, insulation, and a slab.

What the letters actually mean, and why we still run PEX-A
PEX comes in three versions on the label: PEX-A, PEX-B, PEX-C. It reads like a school report card — A over B over C — and that's the first thing to unlearn. The letter doesn't grade quality. It names how the pipe was crosslinked: PEX-A by a peroxide process (the trade also calls it the Engel method), PEX-B by a silane process, PEX-C by an electron beam. The plastics-pipe standards body puts it plainly — tubing made by any approved method has to meet the same performance requirements, and the letter designations are not a rating system.
So when we run PEX-A on a repipe, it isn't because a letter outranks another. It's a specific mechanical choice with two parts. First, PEX-A holds thermal memory, which lets it be expanded over a fitting so the joint keeps its full inside diameter — that flow detail is its own subject, and we lay out the difference between PEX-A and PEX-B at the fitting in a separate post. Second, that same stretch is what carries a house through an Oklahoma freeze. When water turns to ice it gains roughly 9% in volume, and in a rigid pipe that expansion has nowhere to go — it splits copper, PVC, and brass alike. PEX-A's maker, Uponor, rates the tubing to swell up to three times its diameter without cracking or bursting, and to survive more than 400 freeze/thaw cycles. The standard behind good PEX isn't a marketing line either. ASTM F876 governs the tubing, and it makes degree of crosslinking a tested, required property — alongside burst pressure, sustained pressure, and stability in chlorinated drinking water. “It's PEX” on an estimate tells you the family. It doesn't tell you the material was made to that standard, which is a different question worth asking.
Copper isn't the villain — rigidity is
It would be easy to write copper off, and it would be wrong. An engineering white paper hosted by WSSC Water, studying real copper pinhole failures, found that the leaks start on the inside surface of the tube through corrosion — but also that documented copper leaks are rare compared with how much copper is installed in homes. Copper's pitting is a conditional risk, tied to water chemistry and soil, not a defect the metal carries everywhere. Copper's real problem for a whole-house retrofit is physical, not chemical. It's rigid. Every run has to travel a straight, reachable path, and in a finished house that means opening drywall along the length of the pipe, not just at the ends. That's the demolition PEX-A avoids by bending through the attic and dropping into wall cavities.
Where copper still earns the job is exactly where rigidity is an asset: short, exposed, mechanical connections you can see and service. Code also keeps the first stretch of pipe off a gas-fired water heater in metal — about 18 inches — because the flue heat there can warp PEX. So a good repipe isn't all-or-nothing. It's PEX-A for the concealed distribution and copper where the connection calls for metal.
The scam: the material follows the margin, not your house
Here's where the material question turns into a money question.
An honest repipe recommendation starts with your house — what's failing and why, your water and soil, and how the new runs can route. The margin play skips all of that. The material gets chosen to protect the crew's number: the cheapest tubing and fittings that still let the invoice say “PEX,” and a price set by your address instead of your square footage.
It shows up two ways. One is the cheap-material dump — uncertified tubing and flow-restricting fittings bought cheap online, dropped into a full-price job, with the drywall left for you to hire out separately. The other is pricing software that adjusts the quote by the neighborhood's median income rather than the actual size and complexity of the work. Either way, the recommendation isn't answering “what does this house need.” It's answering “what protects the margin.”

First settle whether it's a repipe at all
The copper-or-PEX decision only matters once you've established the house actually needs repiping — and that bar is specific. A whole-house repipe is warranted when the pipe material has failed across the whole system, not at a single joint.
